Maybe she refused. Maybe she harbors a deep anger and resentment against Britain for the centuries it permitted the slave trade with all its attendant cruelties. And couldn't bring herself to show symbolic subservience to that nation's reigning monarch. I'm sure it's not because she lacked the grace of custom.
