Start by cutting out the entire Department of Education. Just get rid of it. The entire thing damned thing. All the education laws. All the subsidies. All the personnel. All the regulations. The entire damned thing, as I said before. Get the federal government and Congress out of the education business. Let localities and states do education as they please. That's where I'd start.
